62 State Legislators to John Thune and Mike Johnson: Rein in ICE and End Unconstitutional Terrorizing of American Cities

Today, 62 state legislators from Colorado, Florida, Georgia, Illinois, Iowa, Kentucky, Maine, Maryland, Michigan, Montana, Nevada, New Hampshire, New York, North Carolina, North Dakota, Texas, Utah, and Vermont released a letter demanding that Senate Majority Leader John Thune and House Speaker Mike Johnson immediately enact four essential reforms to rein in Immigration and Customs Enforcement (ICE), which has become an unaccountable paramilitary force terrorizing American communities.

 

The letter, first published by the Barbed Wire, details a horrifying pattern of violence and constitutional violations. Since September, federal immigration agents have shot at least thirteen people during enforcement operations, most notably Minnesota residents Reneé Good and Alex Pretti, who were killed. Additionally, masked agents are conducting warrantless home invasions, patrolling American streets in roving squads, and overseeing a culture of total disregard for human life, as thirty-two people died in ICE custody in 2025 alone. The state legislators call out Donald Trump, Thune, and Johnson for these abuses, and for the President’s warped priorities:

 

“This crisis did not happen by accident. It is the direct result of conscious choices made by President Trump and congressional Republicans to strip away the guardrails that once constrained federal law enforcement. You have enabled ICE to operate as though American neighborhoods are enemy territory, as though agents have total immunity to violate our constituents’ rights. And while communities across America live in fear, the President focuses on his golden ballroom and personal monuments, utterly disconnected from the terror his policies have unleashed.”

 

To mitigate this crisis of Republicans’ making, the state legislators demand four immediate reforms: First, require warrants for enforcement actions; second, end roving patrols in American cities; third, end the use of masks and mandate body cameras; and fourth, establish a universal code of conduct with clear rules of engagement.
